Kasese District Launches the DDPIV.

Kasese, Uganda – In a significant step towards achieving sustainable socio-economic development, the Kasese District Local Government  officially launched its 4th Five-Year District Development Plan yesterday 27th may 2025 at Multipurpose hall during the District sitting.

The plan, which covers the period from 2025/26 to 2029/30 with a total budget cost of Shs.564,793,652,748, is themed “Sustainable Industrialization for Inclusive Growth, Employment, and Sustainable Wealth Creation.

The plan is anchored on the Uganda Vision 2040 and the Fourth National Development Plan (NDP IV), and aims to increase average household incomes and improve the quality of life of the people of Kasese District.

According to the District Planner, the plan is designed to address the district’s development challenges and harness its potential for sustainable growth.

NDP IV focuses on four strategic objectives: sustainably increasing production and productivity in key sectors such as agriculture, industry, tourism, ICT, and financial services; enhancing human capital development across the entire life cycle; supporting the private sector to drive growth and create jobs; and building and maintaining strategic sustainable infrastructure in transport, housing, energy, water, industry, and ICT.

The district faces several development challenges, including a high population growth rate of 2.3%, which has resulted in land fragmentation, petty theft, and frequent land conflicts. Additionally, reduced productivity due to soil degradation and poor agricultural practices, unpredictable weather patterns, and high levels of unskilled labor and unemployment are major concerns.

To address these challenges, the district will prioritize initiatives such as promoting improved farming technologies, irrigation, and skilling the population. The plan also emphasizes the need to enhance revenue mobilization and allocate resources towards nutrition-related interventions.

The plan adopts 11 programme areas, including agro-industrialization, tourism development, natural resource management, private sector development, integrated transport infrastructure and services, sustainable urban and housing development, human capital development, governance and security, public sector transformation, development plan implementation, and manufacturing.

A financing framework and resource mobilization strategy have been put in place to support the plan’s implementation. The district will explore various funding sources, including central government contributions, locally raised revenue, development partners, and other sources of financing.

The district’s vision is to create a poverty-free society by 2030, while its mission is to achieve sustainable socio-economic development through efficient provision of quality services to the people. The launch of the 4th National Development Plan marks a significant milestone in Kasese District’s journey towards sustainable socio-economic development.

With a clear vision, mission, and strategic objectives, the district is poised to address its development challenges and harness its potential for sustainable growth. The plan’s successful implementation is expected to improve the quality of life of the people of Kasese District and contribute to the country’s overall development goals.
