Implementation of LRDP in Kasese District
Since its inception in the FY 2019/10, the LRDP programme has implemented both infrastructural and household income projects across the district. The district is categorised among the high intensity districts that suffered adversely the effects of the NRM liberation struggle of 1981-1986 and later on the ADF insurgency of 1996-2003. There is therefore great need for reconstruction and resettlement in Kasese District because the population has been on the move due to insurgency in the last 3 decades. At the start of the programme, the district implemented both inflastructural and household income projects until the FY 2012/13 when the programme was refocused to only cover household income projects.
The overall goal of the programme is to redress the adverse social economic effects of the insurgencies that disrupted the social economic well-being of the population in Kasese District.
Participating Sub Counties
Since inception, the programme has covered all the 29 LLGs in the district. These include the 23 rural sub counties of Kitholhu, Karambi, Ihandiro, Bwera, Nyakiyumbu, Isango, Nyakatonzi, Munkunyu, Lake Katwe, Kisinga, Kyarumba, Kyondo, Mahango, Muhokya, Rukoki, Karusandara, Kilembe, Bugoye, Maliba, Kitswamba, Buhuhira, Kyabarungira and Bwesumbu, the 3 town councils of Katwe Kabatoro, Mpondwe Lhubiriha and Hima, the 3 divisions of Bulembia, Central and Nyamwamba in Kasese Municipality.

Challenges in Implementation of LRDP
- Inadequate transport to enhance monitoring and supervision of projects
- Lack of clear policy on public private partnerships limits the participation and engagement of organized private sector players in household income projects. This limits the scale of projects which could have otherwise promoted mini industry development
- Government should issue clear guidelines and policy on public private partnerships
- The programme should provide a motor vehicle for the district LRDP team to effectively monitor, document and supervise LRDP projects.
