Enhancing Decentralization: Supporting the decentralization policy by enabling local governments to plan and execute their programs effectively.
Procurement Planning: Developing comprehensive procurement plans to guide the procurement process.

We have a functional District Procurement and Disposal Committee (PDAC) which we work with to conduct and a fair and transparent procurement process.
The District Procurement and Disposal Committee (PDAC) plays a critical role in ensuring that procurement processes are conducted in a fair, transparent, and efficient manner. Below are the composition and roles of the PDAC:
Composition
The PDAC consists of at least five members, including:
Chairperson: Typically the Chief Administrative Officer (CAO) or a senior officer designated by the CAO.
Secretary: The Procurement Officer or a designated officer responsible for coordinating procurement activities.
Members: Representatives from various departments, including finance, Works, Planing and user departments.
Roles
The PDAC’s key roles include:
Advising the Accounting Officer: Providing recommendations on procurement and disposal matters.
Evaluating Bids: Evaluating bids and proposals to determine the best evaluated bidder.
Contract Award: Recommending contract awards to the Accounting Officer.
Ensuring Compliance: Ensuring that procurement processes comply with relevant laws, regulations, and policies.
Providing Guidance: Providing guidance on procurement and disposal procedures to stakeholders.
