Applications are invited from Suitably Qualified Ugandans to fill the following vacant existing posts that exist in Kasese District Local Government and Kasese Municipal Council. Applications should be submitted in triplicate on PSF Form 3 (Revised 2008) to the Secretary District Service Commission P.O.BOX 250, Kasese to reach him Not later than Friday 08th October, 2021 at 5.00Pm. Hand Written applications with a detailed Curriculum Vitae are also acceptable. Applications should bear the title and reference Number of the Post applied for. Applicants who are serving officers should route their applications through their Responsible Officer who should be informed of the closing date to avoid delay. Applicants should attach to each of the three application forms or hand written application letters, Certified copies of all relevant academic Certificates and transcripts together with three (3) of their recent passport size photographs, a photocopy of the institutional IDs and a National Identity Card.

Responsible for                  :        Law Enforcement Assistants

Terms of Service               :        ONE (1) YEAR CONTRACT

Job Purpose :                  To carry out the overall administration and                                                        management of the ward in the urban Local                                                      Government

 Duties and Responsibilities

  • Mobilizing the population in the ward to meet their civic obligations;
  • Collecting and assessing Taxes and Property rates;
  • Maintaining law and order in the Ward;
  • Registering all businesses in the Ward;
  • Arbitrating in simple civil disputes;
  • Enforcing population adherence to council policy on hygiene, sanitation and development.
  • Performing duties as secretary to the ward;

Qualifications

Diploma in Public Administration and Management or Social work and Social Administration, Development studies and Business Administration.

Type of appointment        :        ONE (1) YEAR CONTRACT

 

Job Purpose:                   To carry out the overall administration and management of a Parish Unit in the Local Government

 

Key Duties and Responsibilities

  1. Preparing and compiling reports on parish operations for the attention of the Sub-County Chief;
  2. Collecting and accounting for Local revenue in the Parish;
  • Preparing work plans and budgets for the operations of the Parish;
  1. Enforcing the implementation of National and Local Government policies,

programs and Council bye-laws in the Parish;

  1. Undertaking the mobilization of the Parish Community for Government

development programs and projects;

  1. Providing technical support to the Parish Council on any matters relating to

lower Local Government governance;

  • Undertaking duties of Secretariat to the Parish Council;
  • Managing and monitoring Local Government projects implemented in the

Parish;

  1. Coordinating the maintenance of law and order in a parish;

 

Qualifications

KASESE MUNICIPAL COUNCIL

Job Title                           : INVENTORY MANAGEMENT OFFICER

Reports to                         : Senior Inventory Management Officer

Job Purpose                      : To coordinate, Supervise, and manage inventory in the                                      organization

 

Key Duties and responsibilities

  • To coordinate receipts and issuance of stores
  • To advise user departments on stock levels
  • To ensure inventory are identified by use of unique coding system for easy location of item and accuracy of records
  • To manage the security of the stores
  • To Supervise the management of high value and sensitive stores
  • To authorize the issuance of low value stores; and
  • To prepare reports on the performance of the inventory unit and make recommendation for disposal of obsolete or unserviceable stores.

 

Qualifications

An Honors  Bachelor Degree in Business Administration or Commerce Majoring in Procurement, /Supplies/ Logistics from a recognized awarding institution

Or

An Honors  Bachelor Degree in Transport and Logistics from a recognized awarding institution

Or

An Honors  Bachelor Degree in Procurement or Professional Qualifications  from a recognized awarding institution such as the Institute of supplies Management (ISM), Certified Institute of Procurement and Supplies (CIPS) and the Chartered Institute of Transport and Logistics (CILT) UK.

Responsible for                  :        Internal Auditor

 

Job Purpose                    : To Pre- Audit Payments to ensure Compliance with                              accounting Principles and regulations and Monitor and                    examine financial operations to ensure value for                                money

Key Functions

  • Reviewing Financial and accounting systems and Procedures to ensure efficiency
  • Auditing Procurement and Payment Procedures to facilitate efficient and effective transaction in the Urban Council
  • Auditing Manpower in line with the budgets and laws
  • Conducting Stores Audit for safe custody, efficiency and economic Usage of Resources
  • Undertaking Council Audits in liaison with the Auditor General
  • Planning, coordinating and monitoring Departmental programs
  • Preparing and submitting annual and quarterly departmental workplans and budgets

Qualification

Either an Honors Bachelor Degree in Accounting or Auditing from a recognized University Plus full Professional qualification in Accounting or Auditing from a recognized institution

Or Full Professional qualifications in Accounting or Auditing from a recognized institution plus a minimum of a Postgraduate Diploma in Finance Management or Business Administration from a recognized Institution

Experience

Atleast 3 years working experience at the Level of an Internal Auditor in a Public or a reputable organization

JOB TITLE                        :         SENIOR ASSISTANT ACCOUNTANT

Responsible for                  :        Accounts Assistant

Terms of Service               :        Permanent

 

Job Purpose :                    :       To perform basic accounting processes involving                                    preparing books of accounts and keeping                                     custody of accounting transaction records.

Key Functions

 

 

  • Providing custody for accounting records and documents;
  • Processing deferred tax payments and returns and keeping records thereof;
  • Posting financial transactions, cashbooks and subsidiary ledgers to General ledger and updating books of accounts;
  • Preparing Pay Change report forms and reconciling payroll transaction reports;
  • Entering transactions into the commitment control register
  • Providing custody of cash and imprest andeffectingpayments; and
  • Preparing draft monthly reconciliation reports

 

(i)         Qualifications

  • A  minimum    of    a    Diploma    in    Accounting    or    Financial    Management    or    Business
  • Studies/Administration from a recognized awarding Institution.
  • Or A  Pre-professional   Accounting   Qualification   (ATC   or   CAT)   awarded   from   recognised
  • Institution and accredited by the Institute of Public Accountants of Uganda (ICPAU).

(ii)        Experience

 

  • At least  3  years  of  working  experience  as  an  Accounts  Assistant  in  public  or  a  reputable organisation.
